We are delighted this year’s recipient is a member of our Lodge. Remon and his wife, Christelle, have been members of our community for only 2.5 years. Yet they have fully embraced our community. Remon has selflessly contributed, in a unique way by leveraging his expertise, to support our other service organizations. Most recently catering to the sheriff’s advisory council’s fundraiser. 2023-2024 Elks' Citizen of the Year
Tod F. Carlini
District Fire Chief Tod F. Carlini is responsible for the overall operation of fire protection and EMS operations, in 96% of Douglas County. He is a graduate of the University of Utah. He received his prehospital emergency medical training at both Utah State University and the University of Utah.
Chief Carlini started his fire service career as a volunteer with the Yerington Volunteer Fire Department in 1975. He has served as the District Fire Chief for the EFFPD for the past 22 years. He is a graduate of the National Fire Academy’s Executive Fire Officer Program, which is equivalent to a Master’s Degree in Fire and EMS Administration. He served as the Executive Secretary of the Nevada State Firefighters’ Association and was one of Nevada’s representatives to the National Volunteer Fire Council. He serves as the Chairman and founding member of the Nevada State Firefighter Memorial and is a former member of the State Emergency Response Commission sub-committee on Planning and Training, a former member of the now State Resiliency Committee, and one of former Governor Kenny Guinn’s appointed members of the Nevada Homeland Security Commission, created after September 11, 2001. He and the EFFPD have been recognized by the Nevada Taxpayers Association and received the Cashman Good Government Award. In 2011, He was awarded the Health Care Legacy Award, by the Carson Valley Medical Center Foundation for providing for the in-field 12-lead ECG system. He serves on the State of Nevada Interstate Mutual Aid Committee (IMAC) responsible for in-state movement and policy regarding all mutual aid resources. He is a founding member of the Nevada Wildland Fire Protection Plan, which provides an opportunity for local governments to pass on its financial liabilities for wildland fire suppression to the State of Nevada. He is considered a leading authority in wildland fire cost sharing, negotiation, and cost apportionment with Federal agencies.
Chief Carlini has also served for the past 16 years as Douglas County Emergency Manager. The District provides federally mandated Emergency Management Services to Douglas County under a contract between the County and District. This contract will end at midnight on June 30th, 2023. He managed every disaster and flood event in the County since the1997. During his tenure, he secured over $15.5 million dollars in federal grant funds for the District and Douglas County.
He is a member of numerous fire-related associations and actively participates in both state and national associations for the betterment of all fire service personnel. During his tenure in Nevada’s Fire Service, he has participated with his peers in legislative lobbying activities with several sessions of the Nevada State Legislature. He is considered today to be Nevada’s senior-most tenured Fire Chief within the State of Nevada
